Overview

The insurgency in Cabo Delgado province, Mozambique, has threatened major liquefied natural gas (LNG) investments and destabilized the northern region of the country. The ISIS-affiliated Ansar al-Sunna (locally known as al-Shabaab) has conducted sustained attacks since 2017.

Conflict Classification

  • Type: Insurgency with international terrorism linkages
  • Duration: 2017 – Present
  • Primary Actors: Ansar al-Sunna, Mozambican Armed Forces, SAMIM, Rwandan Defence Force

Background

The insurgency emerged from local grievances related to poverty, inequality, and marginalization in the resource-rich Cabo Delgado province. Extremist ideology provided organizational framework for discontented youth.

Insurgent Capabilities

  • Complex attacks on towns and villages using small arms and machetes
  • Seizure of port city of Mocimboa da Praia (2020-2021)
  • Targeted attacks on LNG project infrastructure
  • ISIS claiming affiliation and providing propaganda support

Military Response

Rwandan Intervention

Rwanda deployed approximately 1,000 troops in July 2021, successfully repelling insurgent forces from key areas and enabling return of displaced populations.

Southern African Development Community Mission (SAMIM)

SADC deployed a regional force to complement Mozambican and Rwandan operations, though the mission has faced resource constraints.

Impact on LNG Development

TotalEnergies suspended its $20 billion Mozambique LNG project in April 2021 due to security concerns. The project, critical to Mozambique economic development, remains delayed indefinitely.

Humanitarian Impact

  • Over 1 million internally displaced persons
  • Destruction of villages and displacement of entire communities
  • Disruption of fishing and agricultural livelihoods
  • Limited humanitarian access in conflict-affected areas

Outlook

While military operations have reduced insurgent territorial control, the underlying drivers of the insurgency remain unaddressed. Sustainable resolution requires both security measures and development initiatives.
